The J-17 mount (MT-85/ARC-5) is a special plate that is unique to the
J-17/J-17A, Jay. Not much to it - just a rectangular hunk of .063"
aluminum and four longer tail snap slide pin rivets with spacers to lift
the junction box off the mounting plate by an eighth inch or so to
eliminate condensation forming between the two aluminum plates of the
assembly. Figure 8-59 in the manual has the dimensions.

As to where it was used, it was most likely a matter of particular
aircraft designer preference, rather than number of crew members.
Figure 8-55 has a number of sample configurations, and when you get a
component count above a certain level, it would make sense to use the
J-17 rather than cobbling up one of the generic aircraft junction boxes
(which will work perfectly well, too.) There's actually nothing to
prevent a designer from using it with a single receiver and interphone
amplifier installation, or anything in between...just a question of cost
tradeoff.
