Hi Jay,
The RL-9 and AM-40 have somewhat less gain than the RL-5 and RL-7. The
switch simply accommodates that difference in gain to produce roughly
the same amplifier output level. The other changes to the -A model of
the J-17 are described on page 33 of the manual.
