To be fair, the 1930s was a very lean time for the Army,
especially the Air Corps. The pols always want to "fight the
last war," with visions of battleship conflicts, and gave most
of the limited money to the Navy, which could then afford to
throw it at a multitude of conflicting designs and at desk-
jockys for creating and re-creating even more confusing
and conflicting nomenclature systems.
The Signal Corps had more irons in the fire than aircraft Command Sets,
and the Air Corps was often on the "hind teat."
