Yes, it's a UHF to VHF receiving converter plus crystal controled UHF 
transmitter  Civilian nomenclature TV-10.  Covered in the A.R.C. "Type 12 
Equipment Including UHF Supplement", reprint $23.10 plus $3 shipping Media Mail or 
$5.00 PriMail.  It was part of AN/ARC-60.  I have an ARC-60 manual, too, but 
never have scanned it.
