[ARC5] auction time linked to what timeing source?

I feel it's safe to say that none of us knows.  eBay seems to run on  
its own rules and has a fair degree of brick-wall character for us  
outside.  Maybe someone knows a tech person inside the company who  
could find out for us, but that seems unlikely

I have just used their "Geit in touch with us" web page and asked how  
they determine their official time. I'm willing to bet I won't get a  
satisfactory answer.
