[ARC5] Dual Inspections

One of the manuals that I have here somewhere explains the meaning of the 
leading asterisk (star).  But I haven't figure out which one.  First two 
guesses were wrong.  But as best I can recall, it means that the nomenclature 
has been assigned but is not yet fully approved.
