I've never actually seen an FL-21 but I think you've gotten a wrong number. 
 According to SIG 5, FL-21 is a generator filter unit. P/O Radio Set 
SCR-583-(*).  SCR-583 is a pack set, sorta similar in appearance and general 
capabilities to SCR-284.  SIG 5 says that FL-21 is permanently mounted in Chest 
CH-175 and is used to allow emergency operation of battery operated tubes 
from the hand crank generator (GN-54 is the generator).
