Yep; the Army had to pince pennies, since the Pols were
always "fighting the last war" and thus giving all the money
to the Navy. "You're going to be talking to Army Airways
on 4495 KC, so why do you need a 3 MC transmitter?"
Nice logic, until some officers got killed because they
couldn't call a civilian 3105 KC control tower for a bearing.

No; I don't have the documents- but it's an excellent bet
this or something like it was the reason the 696 got built,
because that's just how these thing happen, even today.
