I know Mike is pulling our collective legs, but just a reality check 
(and I was living in Freeport, Long Island, 1938-1950)  The Germans did 
land a team of saboteurs on Long Island in rubber boats, from a 
submarine. They were "the gang that couldn't shoot straight" and bumbled 
into the hands of the police, straightaway. They were tried by a 
military commission and hung in short order, at FDR's direction. The 
case has been used as a precedent to use military commissions to try the 
people at Guantanamo.
