It's really simple to make a leakage tester. If you have a small filament
& plate transformer, a couple of diodes and capacitors, a few resistors
and an eye tube from an ARC-5 style Tx. If you want to test at variable
voltages you need a pot too.
Just extract the leak test part of almost any C tester schematic and tweak
to fit your parts.
