I guess it should be obvious that such an operation would 
have been completely illegal under the Neutrality Act,
and written information about it would be scarce indeed.
However- given that we were de-facto already fighting
with Germany by that time (ever hear of the "Ruben James?"
Convey "this isn't really an escort" operations?
Leng-Lease? ),  not to mention the "pop-up cruises"
FDR was ordering in the Sea of Japan,
such a "black" operation should not be at all surprising.
