[ARC5] BC-459 Band Spread Dial

These transmitters were often modified for use as VFOs back in the days when many transmitters were crystal controlled.  I'm guessing that is what this item was for, to indicate the frequency of operation of the transmitter when fed with a 7 MHz (pardon me 7 MC) signal.
