Mike,

I think even the Russians used generic tuning books  with their ART-13  
clones and not serial number matched to the transmitter.
My R-807 transmitter came with the tuning book, which says that it's  
for the RSB-70 type transmitter. The RSB-70 is the early nomenclature  
for the Russian ART-13 clone. Later, when they established their own  
"JAN" system, they renamed it R-807 (R-8xx series designates airborne  
radios).
