OK, I'm guessing here, but is a 3.5795 colorburst crystal really 3.5795?  I was more familiar with 14.318 crystals used to develop colorburst.  If the oscillator circuit was really designed for fundamental mode crystals and you put in a 17.915 (which is probably 5th overtone) the circuit capacitances may not be correct for the crystal.  3880 - 339 = 3541.  3541 * 5 = 17705.  It's hard to believe that it would be 200 kHz off, but who knows if the circuit is not energizing the proper mode in the crystal.
