[ARC5] VHF Set Sensitivity

Just resurrected one of the scarce, perhaps even "rare"
early R-13 VHF receivers- the one with black paint,
a freq dial and a "twin-ax" connector.
I've got a 1946 magazine photo showing this set
installed next to an ARC-3.
The front end uses 9003 and 9002 tubes.
My TV-7 hasn't got a listing for these, so I
haven't checked them. Someone hacked this 28 volt
version for 12 volts, then must have plugged it into
a 24 volt rack because it blew the filaments on some
of the tubes, including two in the front end. I had
some used ones, so replaced them, but I have no way of
testing the 9002 or 9003s. I'm concerned because,
after alignment, the set's sensitivity for minimum comms
is about 3 microvolts. For a "full quieting" signal,
it's more like 6 or 7 microvolts. I'd like to test
these tubes before going further. Does anyone have
a set-up for the TV-7 that will do 9002 and 9003?

p.s. With the exception of the electrolytics
( the 15 mFd audio cath. bypass was shorted
and the two 5 mFds where slightly leaky),
every bathtub cap in this set tested good,
and most of them are the WWII vintage type.
How'bout dat?
p.p.s. I have the 12-volt version, too,
but it's in worse shape.
