Shunting the defective capacitor is not really a good idea. The fact that most capacitors start having high leakage before going shorted is why they have to be replaced. If you just shunt the defective capacitor you do nothing to eliminate the excessive leakage and the problems caused by the leakage will still remain.
When removing old capacitors will result in a hole in the chassis I just leave them in place for "looks" and hide the replacement under the chassis after removing the original from the circuit.

I've tried to restuff the capacitor cans without much luck. There again, I am not very good at mechanical things.
One thing that's worth a try is leaving the old bypass caps in place but shunting them with new capacitors. Disk ceramics are good for this and can sometimes be tucked away somewhere unobtrusive.
