Yes, it is the front cover for the RT-18/ARC-1.  I've never seen one painted gray before, nor one bearing the info that is on the decal.  I wonder if it has the tuning tool that should be clipped inside.  Probably not...those always seem to be missing.  I've been looking for one for years.

Definitely.  It is a C-45/ARC-1, used with the RT-18/ARC-1 VHF-AM set and the RT-58/ARC-12 UHF-AM set.

Thanks for posting the URLs, rather than an item number.  I'm still using dial-up access and it helps so much to be able to click on a URL rather that try to go to ebay and enter an item number.
