[ARC5] AM and the IARU

The EU-UK-US QSO thread got me thinking:

There is controversy over AM's "wasteful" spectrum use, and the IARU in
Brazil has produced some restrictions for consideration, per the AM
Forum. I don't think this would have been an issue if were in the middle
of a healthy sunspot cycle and if we all followed The Amateur Code:
CONSIDERATE being top of the list.

Conditions are funky and everyone is trying to jam into 75m at night.
Elbows and "alligators" (all mouth, no ears) abound.

Take a deep breath and give it a few years. Things'll be better. In any
case, check out the AM Forum information and write a letter ASAP. The
need for this regulation will go away as the sun fires up again, and
we'll be stuck with un-needed restrictions in the good times unless we
act now.
