The rattling is frequently a brinneled inner or outer race, but may be 
insufficient preload (the shims are intended to provide a *very* light 
axial preload - not much is needed at all, just enough to prevent axial 
movement).  The bearings are quite inexpensive - I get mine from Alpine 
Bearings near Boston, less than $5 each in single quantities last time I
