Remember, the Air Corps had two levels of bureaucracy the Navy did not, Ft. Monmouth and Wright Field. The Navy only had the Naval Research Lab that did testing but was not in the loop on contracting. There were any number of clashes involving the fliers and Wright Field. - Gordon White
