I'm not familiar with the transformer you refer to, but the issue with
operating transformers at lower frequency is saturation of the core.
Given that, if you could effectively replace the existing core with a
different material such that the core does not saturate, it should work.
Unfortunately, the high permeability materials usually saturate at low
flux densities. You would need something 800/60= 13.33 times better, which
would be hard to find, I think.
A very neat idea, but IMO it'd be easier to find a static inverter.
