Sounds like some ham jury-rigged in a high value audio taper pot in place.  What you need instead is a linear taper pot of about 50,000 ohms.  This pot serves as an RF gain control, not an audio pot.

There's a screwdriver adjustment of the BFO that is reachable from the outside of the left side of the chassis, about two or three inches from the rear.

Use the BFO in the R-23.  Tune the R-23 main dial to help adjust for the desired pitch.
