My observation is the same as Dave's.  The ARA sets seem to be particularly bad about massive paint loss.  I have an ARA 1.5 to 3 mc receiver that probably looks just like the one you saw, and I have several others getting to that point.

My money says that your unit had paint when it left the factory.
