[ARC5] SCR-274N Still In Service in 1947

The FAA was using HF on all oversea flights on 911 and that caused a real
problem when the FAA tried to ground all aircraft (ATC 0).  The lack of
available frequencies caused a lot of confusion.  After 911 they are switching
to satellite communications.  DUHHhhhh.
