Why is this a surprise? If you look at the ARC-5s from a late 1940s POV, it
makes perfect sense. If you don't need to tune a lot of frequencies, the choice
makes perfect sense because the sets were:
well designed, quality built
had large production runs
proven in extensive use
were familiar to thousands of ops and techs.
were likely cheap. (surplus NOS)
I'd have done the same thing,
