[ARC5] Testing ARC-5 type Transmitter Crystals

Does anyone know of a simple way to check the functionality (and possibly the
accuracy) of the crystals used in the ARC-5 and similar transmitters (other than
a spectrum analyzer & tracking generator).

My understanding is that they need not oscillate to be functional, since they
are used essentially as crystal filters. Do they, in fact, oscillate in a simple
circuit?  Any suggestions for such a circuit (it need not be tube) I currently
don't have a working ARC-5 Tx setup.
