Most of my grey tpe 12 et al dynamotors have the lead seal either intact or removed but the crimp ring still in place.

My guess is this was a production "expediance,"
saving time and hard-to-get safety wire, which
was being scarfed-up pretty quickly for use
at the front. Sort of like the decal and fiber board
nomen plates that appeared at the same time, saving
on brass.
