My belief too.  But here's another view.  I've a SCR-274N HF fixit book & 
it shows same as an appendix.

It has a front socket so that it can be cabled to a USN ZB 200mhz homing
TRF rx  (later, I think, called ARR-1)   YES Mr. Rumsfeld, USN

I've heard USN used this set w. YG tx on carriers to get the TBDs, etc.,
back.

Then, too, there's the tale a beach-based YH got landing ships to right
place.

But why did the AAF order 'em?  To see where our carriers were maybe?

I believe most BC-946s were sold NIB in '48 or so.  I've seen more of these
FS NIB than almost any other.  And those observations were few.

Perhaps this supports guess that that it was p/o of a never-used AAF system.
