Part of the reason is that the way serials were issued in the two services
are quite different. In the Navy, a specific type would start at #1, and
go up from there, even with subsequent contracts. In the Signal Corps,
each order started with #1, even for the same equipment types. It was
very possible to have two identical items with the same serial numbers, as
long as the order or contract number was different. At one point I had a
good supply od BC-AA-192 control boxes, spread over three orders, and
there were identical serials in the bunch.
