They've been around a looong time, in exactly the same shape.  The oldest one 
I have (with black rubber or maybe Buna-N tips) dates from around 1943.  Part 
of a Signal Corps Maintenance Equipment set.

Mike, the mental picture I formed (from what you said one could be made of ) 
of the A.R.C. one you have wasn't of a scissors type, though.
