Yes indeed.
It's called a safety wire pliers.
Available at all aviation tool suppliers and others.
Not cheap.
Has long thin handles with thin nose gripping parts, is equipped with a s 
pull-twist device in the center between the handles and a locking mechanism 
so you can clamp upon ends of the wires and then pull the handle to twist.
