[ARC5] arc5 as antenna tuner

Heh, heh...well, as much as we enjoy gently ribbing Dale for bringing it 
up, in all fairness he was quite clear on his intent to use a 
non-restorable junker.  :-)

I can't find the article I remembered, but I cannot imagine it being 
particularly difficult to configure using an ARRL Handbook - it was 
either a pi network, or as others have suggested, a simple L pad.
