[ARC5] Reforming capacitors????

Correct, with the following proviso. There is little question about reforming
electrlytics. In the case of paper and other caps, failure can be due to moisture
ingress causing leakage. Applying voltage gradually can remove the moisture slowly
enough that there will be no catastrophic failures which could damage the caps or
assciated circuitry. That's why I apply the HV over a period of days. For example,
with a 250 Volt supply, I increase the voltage by 25 volts about twice per day,
unless there are indications this is too fast.
