[Antennas] RF Poisoning?

I live where there are "Smart Meters" ... electric utility meters that
transmit electrical usage data to the power company.

First, I don't know exactly how they work so I am guessing a bit.

THE ANTENNA PART - questions
1.  Do the powerlines outside and inside the home or business become
antennas for a LF or HF or VHF or UHF or Microwave signal to-from these
meters?

2.  Typically is this data RF signal "ON" all the time?

3.  Is the RF signal isolated or blocked or "bypassed" with an RF
capacitor to ground so it does not enter the building on which the meter
is installed?
