Using the provided,
  <http://www.qsl.net/hb9mtn/c-pole-20m.ez>
file and running it on EZNEC 4.0 demo, it shows an
omni-directional azimuth pattern, with the peak elevation angle
of 26 degrees. I'm not an expert at modeling, but what it shows
is  pretty much what you would see for a vertical.
