I don't suppose that you have a good multi-meter handy?A lot of them have capacitor checkers
built into them. Or if you have a meter that has a diode checker in it? It puts out 2 volts. You can
measure how long it takes to build up from 0 to 2 volts, and then switch to volts only and see if
it will hold the 2 volts or if it drops. And of course a resistance test, it better read near infinity. :-)
There's several businesses and corporations that sell start caps. You can always put in a
higher-voltage rating, if it will physically fit. But McMaster-Carr, Grainger, and Newark comes
to mind for sources.
