Just a little commentary.
I have been following several threads on the subject in QRZ. 
I would suggest to everyone interested in the subject to carefully read the original FCC inquiry and respond to the questions. It seem that most discussions I have seen so far are on subjective side and do not really directly respond to the specific questions posed by the FCC inquiry.
I would like to point out that similar inquiry / petition has been answered by FCC few years back (2002?) and the FCC responses were NEGATIVE and very specific. 
I think taking those responses and specifically applying them to the current inquiry would be beneficial.


On little negative side – there are over 1 million US amateur licenses and so far little over 700 people have signed the petition! It seem that majority of fellow hams who are not affected by restrictive HOA regulations are sitting this one out. 


The inquiry original intent is to specifically identify impairments to the amateur service when used in an emergency, hence it directly implies that amateur service is viable in an emergency. End of discussions about it. 


Here is our opportunity to prove it, let's respond to FCC!
