[Antennas] tuning an antenna

Hi all!!
I built a Lindenblad antenna. Unfortunately, it's not resonant in the 70cm band. A friend suggested tickling it with rf from an 8640b and watching on my 141t to see where the maximum power transfer was (so that I could determine it's resonant freq). Then trim it appropriately.

My radio shack swr meter says 6:1 in the 70cm band.

Can I tune each of the four folded dipoles individually?

Ideas? Questions? Comments?
