Chris,
As you are specifically interested in a single-band antenna for a  
single mode, why not consider a 'mobile' antenna, mounted on your  
balcony with appropriate ground counterpoise?
That configuration has been used often in the past with success.
If you're on the TOP floor, why not a vertical on the roof of the condo?
That is another possibility, even if you're NOT on the top floor, as  
you could run a coax up the building to the roof antenna.
