[Antennas] Slightly OT: How to mate the Rohn 25 base to its footing

I asked this question on the Tower-Talk list but its dead right now.I recently had my tower footing with J bolts done while some other work was in progress. I was unable to be home so had to leave the job to the contractor.  When I got home, the footing pad looked great but its not perfectly flat and the Rohn base plate is really not perfectly flat itself. The contractor left about 1.5 to 2" of bolt exposed (6 bolts in all) spacing the plate off the wooden form with short pieces of re-rod.My questions are: should the Rohn plate be protected from the concrete? For example, should I put a spacer piece about the size of the plate inbetween the plate and the concrete? And before I attempt to pull down the plate, should the footing be groted to the plate in?  Will grout hold up to the weight?Tower to be about 45'.
