If he's going to be walking along, then this will end up looking like a military rig,
but you could get an army surplus metal tape antenna as the emitter, with the
mount on the top of the backpack, and a counterpoise drooping down from
the mount. The debate would be if a 1/4 wave or 1/2 wave would be most
effective. If you use a half-wave tape, and you accurately measure the
frequency, you could clip the end of the tape back on the rack, since it
should be a zero voltage point, half-wave and all that. Might be interesting
to experiment with, altho I don't backpack any more (not with the BSA
any longer, long story). But that way, you could set it for whichever mystery
frequency you want to. :-)
