   First, he needs an end fed 1/2 wl dipole, home or commercially built.
(frequently a telescopic over-length ducky)
Secondly he needs a mag mount 1/4 wl vertical.
Thirdly something like a "J" pole or hangable vertical dipole.  Remember "J" poles can be made with 
twin lead and windowed line, in the open or within a section of PVC pipe.
