Anyone with a grid-dip meter can soon find out about resonance-in-dirt
vs resonance-in-air.  I don't insulate ground radials because I want to 
pull some antenna current out of them, and capacity coupling through
the insulation is not enough.   That's what's good about ham radio, if
you want to learn something, go get some material, etc, and try it.
TRIVIA:  In the late 40's the QST Magazine had an article on under
ground antennas.  So I buryed a 10 mtr Folded Dipole in a 4-foot
deep trench.  Then I noticed that the QST was the April Fool issue.
I was very young.
