Most operators want to achieve a low angle of radiation on 160m. So you want 
maximum current to flow in the vertical portion of the element. The top, 
horizontal portion is mostly just for top loading effect. Therefore, a 
quarter-wave INV-L is the best, and easiest to match using methods such as a 
shunt coil (or Z-match). Simple and easy and cheap. Good radials are 
necessary.
