Dave,

Hook its output side to a 50 ohm resistor load made of series/parallel junk 
resistors. Run just enough power to see if your swr reads 1 to 1. If it does 
(and this is likely because more baluns are 1 to 1), then it is a 1 : 1 
balun. If your swr reads about 4 to 1, it's a 4 : 1 step-up.
