That's silly....
You can never seal against moisture and condensation. That's exactly why
you have to do more than lay some feedline in a trench or throw some PVC
pipe down. The bottom of the trench should be lines with gravel to allow
for proper drainage. The PVC should be properly pitched to allow water to
drain properly, preferably at more than one location. PVC should also have
holes to allow water to drain facing down. Bury it deep enough that the
freeze/thaw cycle won't hurt the cable.
Use good quality cable and test/inspect regularly.
