I am not sure what factors you have in mind or what frequencies you wish to
operate or who you want to talk to.  however I am pretty sure that what you need
is a program that returns the answer "as high as feasible"  That was said tongue
in cheek, however that is really the answer.  As high as you can afford and get
away with. ;<)  There are however programs available and I imagine someone on
this list can tell you what they are, that will tell you how high you need to be
to get line of sight depending on your terrain.
