...nooo, you're not!
with short antennas directivity is less of an issue than for long wire 
antennas, i.e. more than a few wavelengths long!
it's just like you said: such a setup would be close to omnidirectional and 
being in the clear is the main target. of course, a good ground plane is 
still a necessity: heed the lesson of W at FMI et al.
