You are correct as most radial systems normally extend out to no more than
about ¼-wavelength. A monopole's far field is formed by the combining of
ground reflections and/or refractions out to many wavelengths from the
antenna and the radials make up only a very small portion of that. For the
radials to have an effect on launch angle, they would have to extend
several wavelengths.
This can be easily confirmed using computer modeling.
