I have been told over the years using a bleed resistor between the two legs  
of about a meg-ohm either at the feedpoint or at the ATU is effective in  
bleeding the static off. Some say 100K is sufficient. Neon bulbs work if you can  
find them. I have always used the resistor as a matter of  practice
